It is a great honor to serve again this 2013-2014 term as the Charman of the House Energy, Utilities & Telecommunications Committee. This will mark the 6th year that I have had that honor, and the 20th year that I have served on this committee. The issues that are reviewed and considered by this committee are some of the most important ones that come before the General Assembly, and they are issues that touch our lives each day.

Each day we turn on our lights, use electric appliances and charge the numerous battery powered devices that have come to be commonplace in the 21st century, including our smart phones, ipads and laptops. It is uncommon for us to experience disruptions in the delivery of electricity, and we have some of the most competitive electric rates in the nation. This committee that I chair is determined to keep it that way, and in fact work to make it even better.

The safe, reliable and affordable distribution of natural gas is just as important throughout our state. The development and use of new technology over just the last few years have brought about an enormous new supply of natural gas right inside the borders of the continental Unites States. That development and technology has also resulted in the lowering of natural gas prices to levels that nobody could forsee not so long ago.

It is my belief that we need to maximize the advantages of this vast supply of an American source of energy in order to lower fuel costs for both commercial and family motoring, while at the same time helping to make our air cleaner. We have the supply of American natural gas today that can move us from dependence on foreign oil. We must work to incentivize the availability of filling stations for Compressed Natural Gas (CNG) trucks and cars so that those who choose to use this less expensive and cleaner fuel source will have access to the stations needed for re-fueling.

The developments and progress in telecommunications have been mind boggling. Today, over 70% of telecommunications in Georgia is carried over cellular instead of land lines. The demand for cellular service continues to grow at an amazing pace. In order for those demands to be met, there will have to be changes in Georgia law and regulations to make certain that the needs of Georgia's citizens are met, especially relating to public safety. We cannot allow restrictions put in place by our local governments to prevent 911 calls from processing. Nor can we allow those local governments to keep restrictions in place that will prevent parents from keeping in touch with their children or elderly people from contacting those they depend upon.

The municipal and county governments across Georgia are powerful lobbies. I encourage you to contact your county commissioner or city councilman, or both if you live in a municipality, and let them know that you do not approve of efforts to restrict the development of telecommunications in our state that is needed for public safety, investment in our communities, and the ability of every citizen to take advantage of the amazing development in telecommunications that is continuing to take place all across the globe.

Every issue that comes before The House Energy, Utilities & Telecommunications Committee (EUT) is given careful consideration. It is not only a great honor to chair the committee, but to also serve with thoughtful members who work to make Georgia a better state.
